Paper II
While in detention for almost 3 years at Kamunting
Detention Center Under Malaysia's Internal Security Act, Dr. Kitingan was
asked to write on the problem that resulted in the strained relatioship
between the PBS Government (1985-1994) and the Federal (BN) Government.
He came up with two Papers, the first being The
Kamunting Paper I which was rejected by Kuala Lumpur.
The second entitled THE SABAH PROBLEM was accepted
by Kuala Lumpur. Much of what Dr. Kitingan suggested in this paper is being
implemented by the current Sabah BN Government since 1994.
